Key lock for magneto?

Sorting through the parts in my workshop, I find a magneto bought a while ago for my 45 projects. It’s a Fairbanks Morse which, from the makers plate, was supplied to Harley Davidson in 1962. Unlike the modern Hunt magneto actually fitted, it has a protruding spigot on one side.

From a parts list I found, it seems as though this originally housed a key lock - would this be right? It looks as though the lock acted as a permanent earth (ground), in effect as an ignition switch. Would that be correct?
Shoot, a man could have a good weekend in Dallas with all that stuff...

The Sporty I had came from the factory with a key switch In the mag.
