Feb 1970 'CYCLE-SPORT' magazine, by George Hayes. At the time of printing, the drawings belonged to Elmo Looper. Which directly connects Elmo to Al Crocker and the Crocker factory

1971 AMCA 'Antique Motorcycle' Volume 10 - #3 Fall, by Harry Sucher

The 3 magazine articles are about Harry Sucher's Crocker, 38-61-31.
George Hayes, Ernie Skelton and Harry Sucher were members of CAMA and AMCA, they were not strangers.
Harry knew exactly where the Bigsby drawings came from and who owned them.

Murray Looper phoned and asked for the return of the drawings but was repeatedly denied.

1977 'Iron Redskin' Harry Sucher

Murray Looper continued to ask for the return of the drawings, but as it has been repeatedly printed and read by thousands, the drawings were in the possession of Ernie Skelton.
Possession is nine tenths. The mag articles were as good as public notice, claiming possession.

"Most of the shop blueprints" would suggest there were enough drawings to remanufacture complete machines, as demonstrated by the present day 'Crocker MC company' and the Australian '1346 Venice' company in 2014
