WLDR axle sleeve

I’ve encountered a problem with the assembly of my WLDR replica.

The narrow rear brake drum requires a special axle sleeve, long enough to fit the later WLA type frame (ie, 3-bolt gearbox type) but with a narrow shoulder to suit the narrow drum.

I do have a brakeless WR type wheel, which would fit, but there is no class for brakeless bikes in the U.K. I also have two good 2-bolt boxes and clutches, so it’s worth solving this problem.

The most obvious solution seems to be to modify a later, three-bolt axle sleeve to suit, but are there any combinations of parts which would fit instead? What about a front brake plate and sleeve from a WLC?
Shoot, a man could have a good weekend in Dallas with all that stuff...
