Mystery frame?

I’ve been offered a frame, supposedly a WL but it somehow doesn’t look right. It’s a flathead type frame, with 2-bolt transmission cradle and tab for a left-side brake. There is a key lock in the steering head, and three mounts for dash or cover strip on the top tube.

Also, the front down tube is straight, with no bend to clear the dynamo.

Any thoughts on this?

I'm far from an expert on 45 frames, but if it has a straight front down tube it would have to be for a single (magneto) or a
'29-'31 45 twin. The '29-'31 45s used a vertical generator, which didn't require a "S" shaped front down tube.
